Uncontrolled urbanization, weak stormwater management systems, the mixing of sewage with rainwater and the issuing of construction permits in vulnerable areas are turning every intense rainfall event into a potential flood crisis.
Funding for environmental protection remains minimal.
Floods can no longer be seen as purely natural disasters, but rather as the direct consequence of a chain of institutional failures.
